Belgrade, 1999. Producer Sergei and his film crew are in a disastrous situation - the film they're making is under threat - there's no money, the crew are dissatisfied - and NATO bombing is just around the corner. Then a member of the State Security Service (Mileta) comes looking for American co-producer Harvey. Anxious and worried, in the midst of the bombing that's begun, Sergei hides Harvey from what he thinks is awaiting him - arrest. During the night, he thinks up a plan. He announces the start of filming on a new, patriotic film - in which the main role will be played by Harvey. The plan works - the State supports the film and Mileta, as the State's representative, joins the crew. However, the underlying conflict between Mileta and Sergei explodes during the first screening. Mileta accuses them of being artists, and not being patriots.

They find brief entertainment and relief in a village behind the lines, but primarily terror fills their lives as the attacks on and from the French army ebb and flow. One of the men, Karl, goes home on leave only to discover the degradation forced on his family by wartime poverty. He returns to the lines in time to face an enormous attack by French tanks.

The film also portrays the personal lives of few players of the team and their struggle and losses during the war. In the occupied Netherlands near the end of WWII, a young teenager, Jeroen Boman (Maarten Smit) is sent to the Dutch countryside to avoid the war in Amsterdam. While living with his adopted family, Jeroen meets and becomes friends with a Canadian soldier named Walt Cook, who is stationed at the same town he is staying at. Joroen and Walt spend a lot of time playing around and eventually a romantic relationship develops between them. The boy’s sexual curiosity leads him to have a sexual experience with Walt, an encounter that is shown with some vague detail but without actually showing any nudity, even though sexual intimacy between the two of them is implied. Overall, the movie handles this difficult subject with an elegant style and feeling, without having the adult-child relationship overwhelm the viewer and thus allowing the movie to be seen as just a wartime relationship between two people that marks an important time in a young boy’s life.
